Seems like he was also lagging in a bizarre way, ping and fps of him in that moment? did you check it? 0:17 to 0:20 his fps went for me even below 15 or less, however his speed aint normal too, other views are welcomed.

I've tested it, I'm pretty sure thats speed modifications/speedgear.
