1-Add /topstats something like /topspree
2-Enable /park command for players who have vehicles only in places like these

1. Denied, we already have /topkiller & /topratio
2. Denied, we had /park cmd, but it was abused( player park at fight places, building's entrance..etc )
3. I have to deny it.
