He didn't get knocked down though by the explosion but it can be an attempt of death evasion, a warn for now may be given.

After reviewing the video it was not an evade happened but he tp'ed, it's not considered as death evasion as there's a timer gap when you teleport and that's the purpose to have timers in it to avoid evade, so it's an invalid report.
