When i send message at IRC it show " Can not send to #EC " what is problem

Each and every player, except staff and VIP members are muted in IRC channel, but VIP bundle in game with ECDs and you'll be unmuted from IRC, note that unmute will be of specific days (just like VIP).

As stated above by kamran, you can speak on IRC if you buy VIP level ingame, just poke any admin on IRC to set your level on IRC(after you buy VIP level).
