Reason for reporting: Alt-tabbing? TP hacks? Speed gear?

Extra notes: Looks pretty suspicious, As he would lag, but his ping is like 12, So he can't lag unless he's alt-tabbing or using TP hacks. Weird.

Their ping always spikes, I have seen it spiking from 18 to over 1000 while fighting with them.

I reported this guy previously for using a VPN, he's still doing it.
This guy is NOT from the Netherlands, he's Eqyptian.
