Well, you can't say this as a bug. It's just the GeoIP( country detector ) plugin is not updated to support the new version( the one by Thijn have some errors in it ).
Dunno, if I was allowed to say it here or not. But according to me, it should be locked, as this is not a bug, and also, we can use a DB for that, but, that would cause much lag.

I don't think removing country system might help let's wait for thijin to update the plugin
