This has been added due to recent abuse by players to hide in bank.  I guess we could introduce ATMs around the map  ;D

Examples: Many of you know, how HunTinG used bank recently.

10 minutes is way too long tbh. 2 minutes or 3 at max are enough.
10min in VCMP are like 10 hours lol.

Denied, you can also use ATM at North Point mall to deposit/withdraw or buy and sell ECD beside bank.
