Why not? It will save admins time to punish that spammers. It's better if someone don't do rule break?

Time delay won't fix it. Spammers have their mind set, they have to spam. the delay in next message will prevent them from making rapid next messages. It won't block him from posting next message. he could continue after that time. i.e 10-20 seconds. Whilist, by default, there is a time delay of 2 or 5 seconds already.
