Extra notes: To the time 0:16 from video he started writing something and only to the time 0:21 he died.

He has rights to handle report or not and I also don't see anything wierd there It happens because of texting, when you type something sometimes you cannot get damage of other players from long distances. I saw many players doing it and I was like he's using something but no it was just a vcmp bug or so, whenever you type something you cannot get any damage of other players sometimes when they shoot you from long ranges.
