That didn't seem to be close range rocket shooting.

-The distance even at 0.05 seems to be > 24 meters.
-You were running towards him which caused the short distance after he shot.
-He was shooting you before you went near him.

just as an addition, But failed emphasis that one tried to break the rule. that would be considered enough for punishment.
