Did he join right after he got timed out ? ( if so, post video/logs )
Was it first time or he does it repeatedly ?

The proof provided is not enough to prove its fake time out. It could be due to internet issues as well. It happens sometimes with me as well. If you find him again doing the same, you may report than.
