Suggestion for:(Forum/Server) Server
Your suggestion(please include as much info as you can): make "Stat padding" rule more definite so that player won't get confused further.
Extra notes: it should be done because many of the player gets confused and then gets banned ( eg. DashinG)

Killing immobile players like newbies who can't defend themselves, and making spree more than 8 should be punishable.

That seems reasonable but there is no sure shot way of defining a newbie player.
One of the major problems with newbies is spawn camping, since 'Spawn killing' is virtually not possible in EC, the newbies doesn't have the knowledge of changing their default spawnloc

That should be cleared for newbies or for those who don't know English properly.

no, not this, fake reporters like f2 clan players are always there to decrease the player count by reporting through changing the scenario of a little act. haters will for sure play like newbies to make their opponents banned and there are many ways to do that, i would suggest the old system as spawn protection is already there, i think there is no need to improve this system more, only grenades/mols should be prohibited at default spawn location of the skin/player (which is already there). i am well satisfied with the current spawn kill protection system.

- Stats padding
Explanation: An action which is done for increasing one's stats without engaging in real combat such as giving other players a continuous chance to kill you, making his stats better. Both side will be punished.
The server rules already in hindi/urdu. What else you want to be more definite?
