Thats no hp hacks, its just desync of rel006 that few players face in server. It is same desync as this report https://ec.vc-mp.co.uk/index.php?topic=9069.0. Also
F1 hack cant be deteced in ec and if my f1 was enabled then why did i fall? Players dont fall if f1 hack is enabled and you can see that my hp decreased so stop posting fake reports. Its clearly lag/desync

A bit of lagg and rel006 its own desync cause that:

In the given video you can clearly see that its desync and this typo cases occurs frequently just like Happened with Gerz
