Hmm you just failed to shoot him, happens to everybody, If you have shot any different part from his body maybe it'd be taken as suspicious, but you just aimed at his head, denied.

Thats no hp hacks, its just desync of rel006 that few players face in server. It is same desync as this report https://ec.vc-mp.co.uk/index.php?topic=9069.0. Also
F1 hack cant be deteced in ec and if my f1 was enabled then why did i fall? Players dont fall if f1 hack is enabled and you can see that my hp decreased so stop posting fake reports. Its clearly lag/desync
