What about making another cmd for custom weps? /cspawnwep <wep> <ammo> would do the job (only 1 custom wep should be allowed). Less confusing and better.

Yea,you're right that sometime jitter system don't work properly and lagger did not kicked.But this happen in all servers.Developer should improve this system but this is not ban able.Yea if some kicked like about 10 or 5 times in an hour then he should be banned for at least 30 minutes or maximum for 1 hours as player other player suggested above and this system already working in LW.But the point of concern is that players didn't kicked. 
What about freezing/disarming the player until his ping seems to have become stable?This is also a good idea.
Also what about disabling firing ability for players with poor connections instead of kicking them?
