right click on gta-vc  - Properties - Compatibility - Run this program in compatibility mode for - set any options - apply and ok

You should not download microsoft's files from internet like that. If the problem is with DirectX, then you shoud download them from microsoft:

Copy it to a temporary folder > Extract the files (OK) > Install the DirectX

If the above method didn't work for you then do the setting "Run as administrator" of VCMPBrowser.exe & gta-vc.exe
