Hm, now I understand your question.. I can say that before he was provoking me, but I only ignored him afterwards.

Okay so firstly, if the person reconnected he won't be ignored, and his msgs will be showin for you, until you ignore him again,  secondly i just tried to check your ping, there's no provoking in doing such a thing, and i didn't even talk to you.

because to send a msg in game through discord, you should use "." before every word otherwise, the message won't be sent

Denied, it does not look like he intentionally evaded the ignore since it happened hours after you ignored him and he was not in game. Besides, i dont think '/ping raz' can be considered as insult either. The report could have been stronger if he insulted you using discord.

- Evade /ignore cmd or join with insulting nicks:
   Explanation: Any action of intentionally evade /ignore cmd to insult other player is prohibited. You may also get punished for joining with insulting nicks since it cant be ignored using the /ignore cmd.

Ping is also affected by distance to server, not just speed of internet. As example, if the server was located in Argentina then your ping could be approx. 300ms and his ping would be less than 100ms (with best ping being lower than 50ms with good internet connection)
