Extra notes (old):
1. watch radar blip- the distance traveled by it is far, so it was not a "ping spike/packetloss/warp/other ping problems" - switched to too fast gear.
2. when he runs and suddenly stops and shoots at you, he teleported back at 1 step, while running animation goes 1 step forward - is not a  "ping spike/packetloss/warp/other ping problems" that seen with normal players (@ 0:12 & 0:26)
3. timing was perfect to avoid death by turning on another gear (falling into a pit full of enemies)

Extra notes (new): I'm making a re-report (http://ec.vc-mp.co.uk/index.php?topic=3432.msg18925#msg18925) because:
1. none of higher ranked and more experienced staff members replied on that particular case after new evidence appeared (before XTM's one)
2. report was locked with an explanation "Stop this fucking drama"
3..new evidence came up from XTM
4. fps values differ on video by L3o_Kli3s3n (42) and here

(46) which is suspicious, because he moves faster than normal player and doesn't even reach fps cap of 60
5. XTM's evidence shows almost identical speed with cyrax who was banned recently without any negotiations (http://ec.vc-mp.co.uk/index.php?topic=3428.0)

i'll leave it to the staff team, i'm tired of it lol.
please take a right decision in this case, i'm sure i'm not using any hack/cheating/tool or whatever.
my god, i just want to see it, i'm sure about what i'm talking, so i just won't be worried about this
it just shows me how this WK people can be, really man...
