That's caused because of these 'mods' that you've in your vc folder.

its because vcsens is y axis fix which isnt allowed to use in vcmp and cant be used but one can use by change game's title then face crashes timeouts etc problems.

Use 640x480x32 Resolution and buy a good pc if can't then clean your pc
Don't use modify/Mods game use Gta vice city which is default. Turn on Frame Limiter
Your pc can't bear stabled 60 fps that's why its sucks sometimes use what I said

Agree. X and Y axis sensitivity is not allowed I think in VCMP or in EC.
