Or maybe its because of @Human.'s update, the reason behind was someone abused by reconnecting with the ban messages spamming in the IRC channel which crashes the IRC bot.

restarting server wont solve your problem.
Anyway i've manually unbanned you & let me know what made you banned, whether continously joining with VPN( false detection ), invalid nick or ban ? because you might get banned again if it was a false detection until i fix it.
