It more looks like that he was trying to jump in the footpath and not in the water. I'll call @Aaron / @Ryne  to take decision here. Please be patient and thanks for reporting! ;)

After discussing regarding the report with higher staff members, we have come to the conclusion to warn Sheep. Due to the reason: In the video, It can be seen that he jumped off in the water. But there is a possibility that he was trying to jump in the footpath and mistakenly fell in the water.

However, Due to the exceeding of warn limits, Sheep has been auto temp-banned for 3 days. Thanks for reporting.
