There is no need to reinstall this command again. There is a board on forum where you can request a name change/transfer with a valid reason. over excessive and abusive use of /transfer command by players to evade bans and annoying other players, forced the staff to come to a conclusion of removing the access of this command by limiting it for Admin and higher ranks.
Posting name change request on forum keeps EC community aware about recent transfers without any hassle of confusion.
