Your suggestion(please include as much info as you can):I have thought that car chases are a little too old..And it's hard to catch a runner and for those that use high sensitivitites it will be hard to pop a fast moving automobile tires,so I think to add a new vip-dedicated weapon (represented in the original VC during cop chases).Those "spins"that pop your tires if they collide with them. To understand how they work,

Extra notes:They should be available to buy in ammunation ONLY for vips. There will be created a new weapon switch (to spins) if the VIP buys. The maximum pack is of 3 and it won't be removed if VIP player dies.

Okay,so then the player must have $7000 to buy a pack of 3 that will last until they die.Means if you die you'll lose the pack of 3 and will have to buy it again.
And besides it would be fun because it can be used in many positive ways.
And other than that, newbies still have a chance to escape.I remind you these "spinnies" have a limited range and 'fire rate' + bonus rules (here's change of rules of using them) - script rules
1. You can release a spinnie in a range as in default game,I think same range as shotgun.
2. You fire one, the previous one will disappear.
3. You can use these while on foot
4. A pack of three is the limit, you can't buy more.

And this can be get only if you are in the AMMUNATION.
You can't get this anywhere , so STILL newbies have a chance to escape after the 3 spikes are wasted. (or if you don't have the spikes , the newbie can run , and once he's away you can't get to him unless you goto him)
AND STILL if you goto the newbie,spikes won't help,your M4 aim will help.
