The bug: Cant spawning and cant load server details.( MY account)

You have to join EC server first before opening the debuglog, the log you sent me is debuglog from another server.

Sir error is coming of maximum characters limit that 20000... now what i do?. @Human.

Are you sure you have tried the steps, exactly as posted ? http://ec.vc-mp.co.uk/index.php?topic=7514.0

Seems like your VCMP client is throwing error for built-in function, which is not supposed to happen. Anyway, i've done some changes to script but i dont think it would solve the real problem, you can join the server to try and hopefully it helps. However, if it still does not work, you should follow steps i've posted in the link above again or completely remove VCMP and install it again.
