btw Mad_Wolf here the solution

ask dad for money > go market > Purchase a gta vice city CD ( not fucking mods like gta tokyo drift fast and furious ) > put the Disk into your cd rom > Install It > run the game > come back to the topic > Lock it > Enjoy

You use French or German as your 1st keyboard language input
So change your keyboard to English or any other language than German or French in order to show you the blood.
And infact,you should change your game language to English too,if it isn't.
I'm 100% sure this will work,don't install any of this patches,you can instead do this, or , if that patch is a fix too,it's alright.

i have money and i can buy you. But the problem is no one buy gta vc  now days  its for this we dont find it in shop

Well, it's okay.
I downloded Gorcee gta and blood patch but nothing changed. It's okay now you can solve the problem cuz i cant get that mode.
