It is not possible to change the weather for a particular player or at a particular zone.

Once we could change the weather for a particular player back in 0.3 but now it doesn't exists in 0.4.

  You can change the duel zone to a close zone.  Like loc duel

There was a suggestion to keep the time moving and many players voted yes, we couldnt set a fixed time.
The duel arena will be moved inside the 'duel' loc, probably after next restart.
