Use /clan add <player nick> and wait until he accept it. You must type full nick if he's not online, he will get notice when he joins the server. You can use /clan setlvl <player nick> <lvl> to set your members' level in clan.
Note: Level 1 - Member, 2 - Management, 3 - Co-founder, 4 - Founder
