-1 just change the msg on this command even if anyone uses it in mol it should say suicide

It can't be done in server scripts, it's VC:MP's general bug or anything, maybe it can be done by scripts & if yes, I agree, when someone is burning & types /kill it should be suicide not burned to death.

Did someone try /kill while burning?
VCMP credits the kill to the last player who shot you when /kill. (AFAIK)
Dunno whether this applies to Molotov.

It can be, delaying the kill too much, > 9 seconds will disable it.

This is not possible to script.
/kill is a default VCMP client side command.

It's possible to disable/delay it..
Maybe i should delay it instead of disable. The players might need the command if they want to change skin..etc.
