Swithcing action

Suggestion for: server
Downtown has been widely overused location in VC:MP throughout the years while other Vice City locations mostly ignored by players. Epecially locations on eastern island. In 2015 EC's first skin was Phil which spawned on Golf. But for some reason cops were brought in straight into specified overused loc.
In particular I suggest to make first skin spawn
at eastern
. It will promote action in such rare places.
In general I suggest to revise whole skin spawn system in order to achieve action at fresh locations.

When that moment all wk's came online to vote, anyways going back to the topic we'll do something revising the spawn position especially the cop skin if human agreed to it, I'll talk to him regarding this suggestion on what he can do about it.

It would be nice to see a refresh in terms of fighting locations.
Revising the spawn system is also a nice addition.
