Got to hear replies like when I've faced the similar situation, add ping jitter kicker, which sends 1 byte of data and receives the same within 1ms, if receiving delays then it kicks player out,

I never asked what is this. I don't care if it's lags/cheats/whatever. I just want to know if it's ok or not.

Sadly rules is tolerate to laggers so people can hiding thier hacks behind lags.

MD definitely uses something illegal, we're observing that since way long, their hitbox is not accurate, we need to hit inches away to get their head, also they seems to have 56kbps net, most of them lag the same, I face difficulty facing them all the time, should take some measures or just give all them a ban.

Server contains new script auto ban on illlegal programs/scripts you dont need to be worried juts get the fuck off.

Yep. We need a normal ping-limit to prevent it.
For now every MD feel free to show "lag skills" after spawn which can be equated to cheats. It's not fair for the rest players and pushes away new potential players.
