I caught you evading, you were teleporting but why you were shooting me?

For me it counts as evading because you got advantage and you did damage on me.

There is a timer for it. He was in between teleportation process when he fired at you.

As I said and already clarified that  there was a report I handled in which having the same situation like this, it can't be considered as death evasion when in the process of teleportation by means of the basis of having a timer which serves the purpose of it  nor even they shoot during the tp process still it is unlikely hard to evade in such this.
