The rule is,
Exploitation by spawning cars and glitching bullets: Spawning cars during combat as cover is strictly forbidden, anyone caught doing such act will be punished.
he didn't spawned vehicle in combat as you can see he was driving and spawned his vehicle somewhere else after that came towards you. Well I don't see him spawning in combat so
