The bug: i bought VIP Package for 4 days but it isnt giving me benefits like teleporting to any place gets same 1 ECD lol it must be free for me because i bought VIP Package,Kindly Check out this.

It's not a bug, VIP discount is 50% for most commands( heal, gotoloc, goto, fix ), so as the cost of gotoloc is 2 ECD..you had to pay only 1 ECD.  More info here: http://ec.vc-mp.co.uk/index.php?topic=5406.msg41270#msg41270 and it has been like that since January, this year..

K i registered my name on IRC as silentkiller but still don't get voice I want you to give me voice on its name silentkiller

Did you set your irc account name in server using /ircname <irc account> ?
Even if you did, try it again..maybe the bot was offline at the time you bought VIP so it didnt set your access in IRC. If it still does not work, let me know..
