Any other 3rd party programs or anything that affect the game play in any other way for your advantage are strictly prohibited, except when stated otherwise by admins.

It is not google fiber. He uses PTCL's DSL 1 or 2 MB connection, and every Paki admin knows how running YouTube in background effects ping. Tagging @Howl, @Sevrin here to confirm it for you.

Nah, that's because he is always running something in background which makes his ping high. If attackerx become honest tell him to join server by closing all the internet consuming programs, his real ping is 200-250. Even though I had full footage of that day, he wasn't spawning for 2-3 minutes when his ping went normal 200-250. What does it mean? Probably "alt + tab'ed" to start another music/song. And spawned with high ping again. Unfortunately I deleted that day's footage.

There is a way to spawn with high ping. Just wait until your ping goes below limit and immediately press spawn button. You can also see in video at very first why wasn't he spawning when his ping were higher than limit (500).

I only read the report regarding AttackerX so my reply is solely based on that incident and Meth's decision.

I denied it because actually there is not a rule regarding this. Futhermore, he was just watching a video in youtube like he said, that can't make him lag so hard, his lag it's because a slow internet speed, everyone have the internet speed which can afford, if his ping is over 500 he'll get kicked when he spawns, denied.

As Kakarot pointed out, that's basically what artificial lag is. Whether it's third party or not it still affects gameplay.
Furthermore, youtube can actually be a major contributor to lag.
Sfi7z for example starts lagging with 1000 ping with just youtube videos opened in the background and he has as you said not a fast internet connection (just 5 MBs, look at his signature) but still manages to retain 230 ping average ingame without anything interrupting his connection.
With that said, I know for a fact that AttackerX is not playing clean due to the fact that his ping normally is around the 200. not 400-500 or beyond, he usually starts using crap when big events are ongoing like for example the WK gathering from a few days ago.

i also think that kakarot is right .. because when he does not spawned his ping is normal but when he spawn his ping is 300+ ... so plz admins keep eyes on Shykh (AttackerX)

Let me add something to it. and sorry cuz i am not involved here.

AttackerX always has good pings, he never uses artificial lag. I am not sure what is the speed of his internet. but it could be 2 to 5.  And even if you have 1 mbps internet speed your average ping would be as normal as a guy having 8 mpbs internet. ie: ZUBI.
ZUBI's ping and AttackerX pings runs same. Even mine also. I am using 1 mbps internet.  My ping also goes normal.

When someone ( any of my family members ) just starts youtube or any other heavy site, my ping goes high. That's why i leave the server and do something else unless he/she complete his work.

Me and my brother sometimes plays together even it doesn't harm our pings. So, i am pretty much sure. AttackerX himself isn't increasing high pings, It must be cuz of his family members using WIFI and watching something on youtube or using any other heavy site.

I will let AttackerX know about this topic. So that he can answer himself aswell. Don't lock this topic.

Meth might be not aware that in Pakistan the internet is not too good, if you're playing any youtube videos in the background it affects your game and makes the ping unstable.
I'll be warning [UF]AttackerX for playing the videos on background while playing the game.
No action will be taken against Meth for now as he was unaware of the internet stability in Pakistan.
