Disable voteban when admins/mods are in the server

title explains a lot, i think there is no need of /voteban when admins or mods are in the server as it'd just be abused. so i propose we disable the command when admins/mods play.

I dunno who it was that suggested and added this feature into the server but it needs to be removed, it's only being abused.

No if admins are afk then what we should we?
Yes for this system, that if admins are away so automatically enable voteban if they back so automatically disable it.
